The Horizon Emergency Management and Public Safety Leadership Program is an exclusive 12-week, cohort-based program for emerging public safety leaders to build the tools, perspective, and network to lead in complex, high-stakes environments. The program is designed to build the decision-making, communication, and coordination skills leaders increasingly need in today’s operating environment. Through in-person sessions and interactive virtual touchpoints, participants gain practical tools, fresh perspectives, and a powerful peer network to help them lead through whatever lies ahead.

The next level of your leadership isn’t reached alone.

When and where is this program?

Horizon is a hybrid, 12-week cohort-based program. McChrystal Group will host two separate cohorts in 2026. While each cohort delivers identical content, they run independently on different schedules to provide flexibility. Participants will enroll in one cohort only, selecting the option that best fits their availability. Each cohort is limited to 45 seats, and we expect both to fill quickly. In-person sessions will be hosted at McChrystal Group headquarters at 333 N. Fairfax Street, Alexandria, VA 22314.

  • Each cohort features:
    • A two-day in-person kickoff at McChrystal Group headquarters
    • Five virtual sessions held every other Wednesday
    • A one-day in-person graduation at McChrystal Group headquarters
    • COHORT 2 Important Dates:
      • Kickoff: September 9 – 10, 2026 (Alexandria, VA)
      • Virtual Sessions: September 23 – November 18, 2026  (biweekly, Wednesdays, 12:00 – 2:00 PM ET)
      • Graduation: December 2, 2026

The program features interactive modules, peer learning, a hands-on simulation, and networking with leaders across public safety and emergency management. Specific dates and module topics can be found here: https://www.mcchrystalgroupevents.com/event/Horizon/agenda

WhAT IS INCLUDED IN THIS PRICE FOR THE HORIZON PROGRAM?

Who is the ideal candidate to participate in this program?
    • Mid- to senior-level leaders in public safety and emergency management
    • Leaders who are accountable for team performance in high-pressure, high-stakes environments
    • Professionals leading within law enforcement, fire services, EMS, emergency management, and related agencies

What type of content will be covered in this retreat?

Horizon will guide participants to work through a structured curriculum focused on:

    • Decision-making and prioritization under pressure
    • Clear communication across teams and stakeholders
    • Building trust, accountability, and psychological safety
    • Coaching and developing others
    • Leading through change and uncertainty

WHAT SETS THIS LEADERSHIP PROGRAM APART?

What sets Horizon apart is the combination of who you learn from and who you learn alongside. You will engage directly with experienced leaders who have operated in high-stakes environments, not just studied them.

Through candid discussion and practical application, you will gain insights from McChrystal Group’s proven frameworks and build a network of peers you can rely on long after the program ends.
